Yeah, I thought the explanation for why he couldn't terminate in the prequels against mace windu was because of windu's vaapad style that let him feed off of and utilise the opponent'south hatred and force free energy against them and so he was kind of in control of palpatine's lightning in that fight (or considering palpatine wanted to get wrecked in front of anakin to make him step in). In that location's no way a lightsaber simply redirects lightning back like that with the lightning user being unable to stop, palpatine wouldn't default to it as his go-to attack against jedi if that was the case.
